With a challenging U.S. and Michigan economy that is resulting in record high unemployment rates and concurrent requirements to assure student achievement through a stringent accountability system, administrators, teachers and service providers must understand the populations of children and their families they are attempting to serve. Dr. Ruby Payne presents a framework for understanding poverty that has the potential to illuminate some of the challenges public schools face as we work to help every child in our system achieve and succeed.
